The mission of the European Space Policy Institute (ESPI) is to "provide decision-makers with an independent view and analysis on mid- to long-term issues relevant to the use of space. Through its activities, ESPI contributes to facilitate the decision-making process, increases awareness on space technologies and applications with the user communities, opinion leaders and the public at large, and supports students and researchers in their space-related work. To fulfil these objectives, the Institute supports a network of experts and centres of excellence working with ESPI in-house analysts."

The European Space Policy Research and Academic Network (ESPRAN) was launched at the First ESPI Autumn Conference in September 2007.

This Network, coordinated by ESPI, forms a virtual institute of expertise on all issues related to space policy. It provides the platform for the exchange between persons and institutions involved in space policy research in Europe and abroad. It is also a forum for interaction with related policy fields and disciplines.

ESPRAN aims at being a unique pool of expertise, including recognised experts in fields related to space policy. It includes experts from the space community but also non-space specialists in order to foster a cross-fertilisation of ideas, to get closer to users and to include all industry with relevant activities.

ESPRAN includes selected experts with their affiliation. The experts are divided into three sub-networks.

  • A European Inner Network of recognised European experts in space policy research (and related research areas, e.g. economics and law),
  • A European Outer Network including European experts from agencies, public administration or private sector, working in fields related to space policy, and
  • An International Network with experts from relevant research institutes outside of Europe.

ESPRAN is intended to be a dynamic network and its members are offered many opportunities to get actively involved in ESPI's activities in support of European decision-makers.

Those opportunities include:

  • Contributing papers to the "Yearbook on Space Policy" published at SpringerWienNewYork,
  • Contributing "ESPI Perspectives" published online,
  • Actively participating in ESPI studies,
  • Actively participating in ESPI conferences and seminars,
  • Publishing research in the series "Studies in Space Policy" at SpringerWienNewYork.
