The study “Responsive Space for Europe – Elements for a Roadmap for Europe Based on a Comparative Analysis with the U.S. Operational Responsive Space Concept”, authored by ESPI Project Manager (now Associate Fellow) Nina-Louisa Remuss, provides elements of a roadmap for Responsive Space for Europe. Considering the reoccurring issues like emerging new technology requirements, the need for operational capabilities, the need to exploit synergies between military and civil applications as well as issues related to data policy and the development of a more integrated approach, Responsive Space is a concept that addresses all these issue-areas in a holistic manner.

In analysing the U.S. approach to Responsive Space, including a detailed description on the institutional set-up, motivations and objects, the study in a comparative manner scrutinises Europe’s motivations and objectives with an eye to providing a first comprehensive European approach to the subject. The study differentiates between conceptual considerations related to improving time and cost of space applications before looking at the case of the U.S. On the basis of both conceptual analysis and U.S. experience the study conducts a very first step towards a roadmap of responsive space for Europe. In this context it considers institutional and architectural questions; legal, organisational and managerial challenges as well as questions and challenges of technical nature, related to time, cost and security data policy. It finally also proposes a timeframe.
