4 October 2007. The third ESPI Flash Report takes the space anniversaries (50 years of spaceflight and 40 years of the Outer Space Treaty) as a starting point for developing a vision for regulating space activities in the future: Space Traffic Management

Authored by ESPI’s Secretary General Kai-Uwe Schrogl, this new  Flash Report presents Space Traffic Management (STM) as the concept, which might become the basis for a completely new way of regulating outer space activities. While traditional space law making can obviously not cope with the recent developments of space activities any more, STM provides a comprehensive approach to deal with all relevant issues of space faring, beginning from pre-launch notification, to space situational awareness, manoeuvring in outer space and returning from space to Earth. It is also able to deal with governmental as well as private activities and might even be a useful tool in constructively addressing the issue of weaponization of outer space.
