7 April 2011. High-level representatives in the Polish Parliament as well as in space related ministries were counterparts in meetings held by ESPI in Warsaw.

   

As an element in ESPI’s support to the European Interparliamentary Space Conference (EISC) the parliamentary space group of the Polish Sejm was the counterpart in talks held in Warsaw. The Chairman of the group, Member of Parliament Boguslaw Wontor, together with the Deputy Chair, Member of Parliament Tadeusz Slawecki, met ESPI Director Kai-Uwe Schrogl and Resident Fellow Christina Giannopapa for an exchange on the current Polish activities and their role in  and contributions to EISC. The meeting was also attended by the secretary of the parliamentary group Beata Żylińska, as well as representatives of Polish research institutions (Prof. Zbigniew Klos, Prof. Piotr Wolański and Prof. Marek Banaszkiewicz). The parliamentary space group in the Sejm has been particularly successful in promoting the Polish space engagement and plays a strong and active role in Poland, aiming to become a member state of ESA. Short meetings with the President (Marshal) of the Sejm Grzegorz Schetyna and Vice President of the Sejm Jerzy Wenderlich were arranged for the ESPI representatives demonstrating the high regard for the support the Institute is providing to the parliamentary group. The programme in the Sejm ended with a press conference where ESPI was invited to speak together with the Chairman of the space group, Boguslaw Wontor. In addition a meeting took place with Member of Parliament Paweł Poncyljusz who, as a former Vice-Minster of Economiy had implemented the membership of Poland to the ESA programme Plan for European Cooperating States (PECS).

High-level political representatives were also the interlocutors of ESPI in the Ministry of Economy and Ministry of the Interior and Administration of Poland. In the Ministry of Economy the Vice-Minister Grażyna Henclewska together with her staff Deputy Director Sylvia Waśniewska and Chief Expert Anna Nałęcz-Kobierzycka discussed the upcoming membership of Poland in ESA with ESPI. In the Ministry of the Interior and Administration ESPI met the Vice-Minister Zbigniew Sosnowski, together with the Chief Commandat of the State Fire Service Gen. Wiesław Leśniakiewicz, Director International Cooperation Department Maj. Tomasz Kołodziejczyk and Deputy Director International Cooperation Department Maciej Godlewski and had talks on the issue of space in the civil protection. Both meetings were also related to the upcoming Polish EU Council Presidency. ESPI offered support to activities by the Ministry of Economy and reported in the Ministry of the Interior and Administration about its activity related to civil protection as an element for Polish activities on that topic during their Presidency. In this specific context ESPI will organize on 5-6 May 2011 a workshop on civil protection at which, Maj. Tomasz Kołodziejczyk Director International Cooperation Department who was one of the participants in the meeting will give an address as well as Jakub Ryzenko, the originator of that meeting.

A very special issue was raised regarding the planned denomination of GMES. Reflecting on a dispute on the spelling of “Kopernikus” / ”Copernicus” the opinion was raised by the Polish representatives and endorsed by the ESPI representatives, that the Latin spelling “Copernicus” would adequately reflect the historical routs and content for denominating this European endeavour.

The two day visit to Warsaw was completed with two public presentations. The first took place upon invitation of Prof. Zbigniew Klos at the University of Warsaw where Kai-Uwe Schrogl and Christina Giannopapa gave a presentation on “The European Space Policy Institute and the development of the European Space Policy” (download here). The second was an intervention at a celebration of the 50th anniversary of the space flight of Yuri Gagarin organized by the Polish Academy of Sciences which was led by Prof. Piotr Wolański under the presence of the President of the Polish Academy of Science Prof. Machał Kleiber, the one Polish cosmonaut Gen. Mirosław Hermaszewski and the Chairman of the Polish Parliamentary space group Boguslaw Wontor. In addition, a visit to the Space Institute of the Polish Academy of Sciences was organized under the lead of Prof. Banaszkiewicz.
