On 25 February 2025, ESPI Director, H. Ludwig Moeller, and Associate Manager and Lead on International Engagement, Marco Aliberti, joined the Japanese Cabinet Office in Tokyo for the 10th National Space Policy Secretariat Symposium on Ensuring the Safe and Sustainable Use of Outer Space.

Marco Aliberti moderated Panel II: “Navigating Challenges and Opportunities in Space Traffic Management and Coordination: Can Rules of the Road Become a Reality?” which featured the following speakers:
- Mariel Borowitz – Associate Professor, Sam Nunn School of International Affairs, Georgia Institute of Technology
- Melissa Quinn – General Manager, International Business Unit, Slingshot Aerospace
- Ashok G.V. – Partner, Factum Law and Allied Law Practices
- Yoshihara Toru – Director, System Safety and Space Operations Safety Unit, Safety and Mission Assurance Department, Japan Aerospace Exploration Agency

H. Ludwig Moeller wrapped up the Symposium by speaking in the Fireside Chat on: “Navigating Uncertainty: Advancing Towards a Stable and Sustainable use of Outer Space” alongside:
