From WRC-23 to the Next Cycle: How to Make Everyone Happy? (Hint: You Can’t) | COPUOS Side Event Recap

On 16 April 2024, the European Space Policy Institute (ESPI) welcomed over 100 participants to an evening event under the theme: “From WRC-23 to the Next Cycle: How to Make Everyone Happy? (Hint: You Can’t)”. The discussion took place at ESPI’s new premises as a side event to the to the 63rd United Nations Committee on the Peaceful Uses of Outer Space (UN COPUOS) Legal Subcommittee.

The World Radiocommunication Conference 2023 (WRC-23) convened between 20 November to 15 December 2023 in Dubai, UAE. The WRC-23 tackled a number of contemporary and future issues related to spectrum management, spanning across terrestrial, maritime and space services.

The event aimed to facilitate an open exchange on the outcome of the WRC-23 and its implications for the space domain.

The evening commenced with with opening remarks by H. Ludwig Moeller, Director of ESPI and a keynote speech by Aarti Holla-Maini, Director of United Nations Office for Outer Space Affairs (UNOOSA).

The event continued with a panel moderated by Sara Dalledonne, ESPI Research Fellow with the Lead on Regulatory Affairs. The following panelists joined the conversation:

  • Veronique Glaude, Senior Space Radio Regulations Engineer, International Telecommunications Union.
  • Dominic Hayes, Spectrum Management and International Relations, DG Defence Industry and Space, European Commission.
  • Franz Ziegelwanger, Section VI – Telecommunications, Post and Mining, Federal Ministry of Finance, Austria.
  • Astrid Bonte, Director of Institutional and International Affairs, Eutelsat Group.
